Why is the MHPRR service needed?
There is an asymmetric relationship between the patient and mental health care service providers. The service provider knows the rules and regulations and the mental health patient does not. MHPRR knows what the rules are and makes this information available to the subscriber.
What is the Size and Scope of this Problem?
– 20% of the population will be admitted to a mental health care facility at some point in their adult life. In a city of one million people this will amount to 4,000 people per year. If 50% do not receive Medical Protocol then 2,000 people per year in the city would benefit directly from the service. The cost to society of 2,000 people not receiving Medical Protocol is enormous in terms of policing, social services, lost productivity and broken families.

How is my private information protected? What security measures are in place?
MHRR never creates or maintains any records of subscriber’ personal medical history. Only the health care facility maintains this information.
MHPRR has a copy of the subscriber’s ICE card and a signed Specialized Power of Attorney for Personal Care form. Since payment is via Stripe there is no banking information or other personal information in our files.
All our operational communications use FAX, an old and reliable secure system.
Risk Reduction is encrypted by VeriSign.
How does the MHPRR service work?
MHPRR sends an agent who has been trained in the procedures that mental health care facilities are required to follow and document at each stage: admission and triage, patient conference, and post-discharge planning.
A set of questions designed for the subscriber to require that the mental health facility completes each step in the medical protocol for the subscriber’s situation.
Medical Protocol is the standard method carried out by physicians. It is founded on evidenced-based best practice for both diagnostics and treatment.
You will always have MHPRR contact information with you.
The ICE card informs admission staff that you have given MHPRR the authority to assist you. They are trained to look for this kind of documentation so it is important to always carry the card. Even if you have been in an accident or are otherwise incapacitated, the admission staff will contact us if they find the card.
What is Power of Attorney for Personal Care?
Power of Attorney for Personal Care (POAPC) is the required legal document that the subscriber needs to have someone act on his behalf in matters of personal care. The old Common Law notion of “next-of-kind” is no longer valid with recent enactment of Privacy Laws.
There are two instruments: Power of Attorney for Personal Care (POAPC) and Power of Attorney for Property (POAP). MHPRR only requires POAPC.
Risk Reduction has a Specialized Power of Attorney for Personal Care which is functional only upon admission to a mental health facility. It is operational from the time of admission to discharge only. The form has been designed in accordance with the guidelines specified by the Attorney General of Ontario.
The annual subscription fee of $15.00 is very inexpensive, why?
$15 per year is Risk Reduction’s annual subscription price. This price point is the result of market research. A householder with spouse and two children can’t afford a much higher price. $60 per year is affordable for four members. Our society needs widespread enrollment, $15 provides such.
What does MHPRR do and not do?
Risk Reduction provides a Quality Assurance service.
Quality assurance is a process that verifies that what was supposed to occur has in fact occurred.
Does Risk Reduction offer a Medical Opinion?
– No, Risk Reduction offers a Quality Assurance program, only.
Is Risk Reduction a health care insurance provider?
– No, Risk Reduction offers a Quality Assurance program only.
Does OHIP offer a quality assurance program?
– No, OHIP only pay a fee for service. They have a standard disclaimer that states that they do not provide a quality assurance program.
Is Risk Reduction a support group?
– No, Risk Reduction provides a quality assurance program only.
Is Risk Reduction an advocacy group?
– No, Risk Reduction provides a quality assurance program only.
Is Risk Reduction a medical service?
– No, Risk Reduction does not supply a medical opinion. Risk Reduction provides a quality assurance program only.
Who can benefit from the MHPRR service?
Based on the fundamental statistic that 20% of the adult population will require admission to a mental health care facility at some point in their lives, most organizations whether private sector or public will benefit from having access to MHPRR services to help their employees and their families obtain Medical Protocol.
Private sector corporations will benefit from improved employee performance, reduced absenteeism and lower staff turnover. In the longer run, this can reduce insurance premiums for long term disability and other programs.
Public sector organizations will benefit in the same way. Many public sector organizations have high stress sectors like police and fire fighting where the nature of the work generates higher stress related mental health care intervention situations.
Social service agencies dealing with clients who have experienced multiple treatment episodes in mental health care facilities will also benefit from MHPRR.
Veteran’s organizations with members affected by post traumatic stress disorder will benefit from MHPRR services.
How come I don't know about this mental health issue?
